Quality First is a quality early learning initiative providing all licensed childcare programs in Halton region with the opportunity to participate in a developmental model for quality improvement.
The Quality First Progress Report 2013 provides an historical overview of the program as well as performance results and measures to improve outcomes for children. This report helps to inform how well Quality First is working in Halton.

The Quality First developmental model is based on:
- Training in the use of evaluation tools (such as the Early Childhood Environment Rating Scale) the Caregiver Interaction Scale/Infant Toddler Environment Rating Scale – Revised/ School Aged Environment Rating Scale, and the Inclusion Quality Scale) Changed to Training in the use of evaluation tools such as: Early Childhood Environment Rating Scale – Revised (ECERS-3), Infant/Toddler Environment Rating Scale – Revised (ITERS-R), School Age Environment Rating Scale (SACERS), Caregiver Interaction Scale (CIS), and the Inclusion Quality Scale (IQS)
- Support in the use of these evaluation tools for program and professional development
- Training and support for the development of new skills and knowledge in the following 6 quality indicator areas:
o Adult-Child Interactions
o Administration and Supervision
o Support for ECE College Students
